Deploying Licensed Aircraft Engineers in the UK - EOR Case Study

An international aircraft operator secured a UK contract to support the operation and maintenance of aircraft, requiring the deployment of licensed engineers and site-based technical leadership.

Alongside sourcing these individuals, the client needed a compliant EOR solution to engage and manage them in the UK without establishing a local entity. The nature of the roles — safety-critical, regulated, and site-based — meant that a standard, low-touch EOR model was not sufficient.

GOOSE Recruitment delivered a specialist EOR solution, combined with targeted recruitment, enabling compliant deployment of a highly technical workforce.

The Challenge

The client’s requirement was complex:

  • Need to source and engage licensed aircraft engineers and site managers

  • Roles were safety-critical and operational, requiring proven, relevant experience

  • Requirement to operate fully in line with UK aviation, tax and regulatory frameworks

  • No UK entity to employ or engage workers locally

  • Workforce made up of both direct hires and contractors from multiple sources

A need for an EOR (Employer of Record) partner capable of handling highly regulated, technical roles, not just standard white-collar placements

Typical platform-based EOR providers were not suited to this type of requirement.

Our Solution

1. Specialist Talent Delivery

We sourced and deployed individuals with:

  • Relevant aircraft maintenance licences and certifications

  • Proven experience in live operational environments

  • The ability to integrate quickly into a site-based, safety-critical programme

This ensured the workforce met both operational and regulatory expectations.

2. EOR for Technical, Regulated Roles

GOOSE Recruitment implemented a UK EOR framework designed specifically for:

  • Safety-critical contractor engagements, not generic placements

  • Alignment with UK PAYE, tax and National Insurance requirements

  • Structured onboarding suitable for regulated aviation environments

  • Ongoing management of workforce compliance and engagement

We acted as the legal engager, providing a compliant route to deploy these individuals in-country.

3. Consolidation of Multiple Talent Sources

The EOR model was extended to cover:

  • Individuals sourced directly by GOOSE Recruitment

  • Contractors introduced via other recruitment partners

This created a single, consistent engagement model, ensuring compliance and control across the entire workforce.

4. Governance and Risk Management

Given the nature of the roles, we provided:

  • Oversight of worker classification and engagement structures

  • Management of statutory payroll obligations

  • A clear, auditable framework suitable for regulated, safety-focused environments

  • Ongoing coordination to support workforce continuity

Outcomes

Our role has been to provide specialist recruitment and a compliant EOR framework rather than manage the operational contract itself, and we do not have visibility of final delivery outcomes.

However, the engagement has enabled the client to:

  • Deploy licensed, operationally critical engineers in the UK

  • Engage a workforce through a single compliant EOR structure

  • Manage individuals from multiple sources within a controlled framework

  • Reduce exposure to tax, regulatory and classification risk

We are currently managing eight individuals through the EOR model, with ongoing support as the programme develops.

The Value of Specialist EOR

This engagement highlights the difference between specialist EOR delivery and platform-based models:

  • Ability to support licensed, safety-critical roles

  • Integration with operational, site-based environments

  • Structured approach to compliance in regulated industries

  • Combined talent delivery and EOR capability

For this client, the requirement was not simply to employ individuals; it was to deploy the right people, compliantly, into a high-stakes operational environment.
